Are you seriously put Cash, Rosewall, Henman and Newcombe below Federer?
I can't claim it is an exact list by any means. Offered as an approximation. Federer is tremendous on the volley. Has had great success in an era when it is harder to succeed with the volley than pre-21st Century. Fact he does not use it frequently like the others you mentioned is perhaps a reason to rank him lower. He did not use it as much as he should have, IMO. Still, infrequent volleyers can be excellent volleyers. I am impressed with how proficient Nadal became at the net. Tilden was not a frequent volleyer, normally, but said to be as good as anyone at the net. Vines and Budge were somewhat like this also, and, later, Drobny, Rosewall, and even Hoad - all-court players. I don't know as there is a contemporary example of this kind of player, though possibly Alcaraz Gafia will evolve into this. I did not want to say Federer was a lesser volleyer because he used it less. But usage should be a factor.
