Last 2 years he's only turned up at Boodles and gone on to win Wimbledon, I guess it's a strategy that's worked for him. 3 weeks is short between slams, so maybe he just doesn't want the additional stress of match play.

Mixture of things. It's been a winning formula for him not playing any grass warm up events. Ever time in 2011, 2014 and 2015 he won it.
Plus usually after Roland gaross he exhausted after gruelling slow hard court then clay season where he goes deep in every event. Plus usually has needed time to get over his heartbreaking French open final or semi final losses. Now he's finally won it, he elated and needs time to let this win sink in. The extra week between the French and Wimbledon will help and he can comeback to Wimbledon recharged and ready to go

Novak did not play a grass warm up ATP event since 2010. He won 3 titles at Wimbledon since, out of 5.
If it ain't broken why fix it?
He warms up at exhibitions, that is plenty for him. I prefer him to take rests between the big events, as much as possible. He will prolong this way his career.

There are other errors in @uscwang 's pecking order: Kyrgios and Anderson will be no earlier than 4R. Raonic will probably move to QFs after Wimby's reseeds based on past two years of results if he doesn't move up to #8 or higher with Nadal's likely absence and points gained at next week's 500 (Halle/Queens?). Likewise, Stan will move into #4.

At this point he prefers to practice on grass courts as prelude to Wimbledon rather than play warm up tournaments, another point is there is no Masters 1000's on grass, he plays few tournaments that are not Masters 1000's now.

Well he plays Dubai and Beijing so he can play Queens or Halle too. But since playing at 2010 Queens, he has chosen not to play any ATP grass events. He just plays a couple of exhibition matches at a grass exho like The Boodles in the week before Wimbledon.

Errah, he's improved his return game massively. 12th in ATP race this year and clay is his worst surface. Not confident his awesome 2nd serve return game will translate to grass, but if it does Becker and Sampras here he comes.
