He doesn’t need to play Acapulco to stay #1 though. He could still play something like Rotterdam, Dubai or any other tournament during the next weeks. You don’t have literally to defend points from a special tournament the year before.

The question will be “Still injured or not” rather than “Acapulco or nothing”.

I would recommend you to check your sources when state something like "25 people were killed last weekend in Acapulco". That is completely false. That number, according to news, is the number of murders all around Mexico.
I know that it is still a high number of deaths, but Acapulco is not specifically the most violent place in Mexico. Yes, in the weekend a chilean citizen was murdered and it was a gunshot in a bar I guess, but nothing else. If the tournament would be in Tijuana would be different

I'm sure he will play if he's healthy enough by then. Also, Roger could careless about the #1 ranking. He is going to do everything he can to win as many slams as he can over this last year or so that he's on tour. He could very easily end up with 22-23 slams if he stays healthy and sticks to a smart schedule.
