He was actually a good heel when he first came in with the Thugonomics act. But with very few babyface stars who could be relied on to carry the company during that time, they took their chances with Cena. From what I've read, Cena personally went to Vince right after Vince had a peptalk with the talent and told him "I'm your guy." Rest is history.
The interesting thing is that when Cena did a clean loss to Kevin Owens when Owens first came in, Cena's merch sales plummeted. So they had to get Cena his win back immediately. It shows that fans only like "winners" in pro wrestling. Well in every sport, people only pay attention to winners. So it makes sense why Cena stayed on top since he had the look, the commitment, stayed healthy, and was great on the mic and a clean act with no drug issues. Perfect role model for kids which was their target audience.
