Upgrade 250s to 500?

If you could choose. There are currently 13 ATP tournaments at 500 level:

Rotterdam
Rio
Dubai
Acapulco
Barcelona
Queens
Halle
Hamburg
Washington
Beijing
Tokyo
Vienna
Basel

I mean with there being 9 Masters I certainly think there could be more 500s.

The following is a list of current 250s NOT including temporary (as of now) licenses due to Covid:

Doha
Pune
Adelaide
Auckland
Montpellier
Sofia
Cordoba
Dallas
Buenos Aires
Santiago
Marsielle
Delray
Houston
Marrakesh
Belgrade
Munich
Estoril
Geneva
Lyon
Stuttgart

So that's 38. Now I'm not putting any specifics of numbers but I mean that means there's 9-13-38 cascade which I think is a bit extreme.

You can also comment on which 500s you'd downgrade to 250 level.

With upgrades I think before sanctions Petersburg was one of the best to go to 500 as it was in 2021 due to Covid, so perhaps that's obvious. Other than that I really don't understand Stockholm being a 250 as its place in the calendar should see it at 500. Then you have the clay tournaments, with equal to Masters at 500 I think Houston or Buenos Aires should be upgraded as well as Belgrade. And it's very weird to me not to have a 500 at least prior to a Slam in Australia but with the ATP Cup I think Auckland should be upgraded to put a spin on things.

I think 8 M1000s (mandatory for all players) and 16 500s would be nice.

Now, there are tournaments I really like, but are perhaps not the best choices, so maybe Buenos Aires, Stuttgart, and Los Cabos. I have not considered how that would change the balance between surfaces.

Houston should not be a 500. It serves no purpose in the run-up to the French Open outside of giving some TC announcer a chance to say -- "We have an all-American final on clay. The USTA has worked hard to add more clay and I would not be surprised to see a deep run for Reilly Opelka in Paris." :p

The venue is ok, but I bet a lot of players will consider jetlag as a con.
