I think thats 31/29, looking at the other 1s.
Europeans tend to draw long accents on their number 1s. A generalisation I know, but my parents do it, and whenever I've noticed this style I've noted it's come from a European. I quite like it. Also love the 9s with their lowercase g-like descenders.
