Self-rates from 2011

I noticed that many of the self-rates from 2011 now have either a C or B designation next to their name following the release of the 2011 year end ratings. However, I thought individuals who self-rated last year were supposed to be considered "self-rates" for a two year period with last year's rules change. Here are my questions:

(1). Weren't the rules changed last year such that self-rates could be dynamically disqualified for a two years period following the initial self-rate?

(2). If correct, then the C or B rating next to these individuals name doesn't mean that these individuals can't be dynamically disqualified in 2012, correct?

The rules did not change as far as I know. You only need 3 matches to get a C rating at the end of the year. All the self rates on my team have C year end ratings and one is still a "S" I believe because he played only 2 matches.

...and yes C and B ratings can't be dynamically DQ'ed
