I think so. For all talks of Federer's longevity it's Djokovic who can somewhat bring his best or near his best levels even at his age, I don't think Federer of similar age compared much except the 2015 summer.

A strong case if you are talking Wim 18-AO 19 Djokovic at the back end of slams. Federer of 11-12 14-15 and 17 was great also. In 11-12 had a peak Djokdal and in 14-15 had Djokovic blocking him everywhere.

But in all seriousness, Novak has set the new standard in caring for his health. Agassi pointed it out a few years ago, that Novak was a 30 year old in a 25 year olds body.

Djokovic's old man peak is so high that Rafa has won 2 of the last 3 US Opens despite being more suited to clay (and winning the last 3 French Opens) and being older than Djokovic, and the only US Open Rafa lost was 2018 when he retired in the Del Potro SF.

Weak competition did help him. Yet Djokovic for every year post 28 was better than nadal and federer physically at the same age. He is the one (not Federer) who has declined least.
