Fed is not the best indoor player of all time, not by a long shot. Now of course, there isn't that much competition indoor because there are way fewer indoor events and very few players bother to strive at becoming indoor specialists. There used to be quite a few in the old days when indoor was a popular environment.

ETA: by the way one of Fed's WTF titles was on outdoor hard.
