It's not gel. It's wax. Probably hard wax rubbed together with the hands so its slightly headed to get the hair to stick. With the hair being slightly wet when applied.

one thing that i do that lasts all day incuding tennis is first put paul mitchell glue and put that in styling it. and quickly spray hairspray and blow dry it until it is stiff. Once that is done, put some paul mitchell freeze and shine on it and bam. i got nominated as best hair in my school last year but some guy with tons of dandruff won as a joke. trust me, this will last as long as you want.
