He has to gradually increase his training hours before committing to Monte Carlo.
He can't confirm Monte Carlo until he's tested himself fully in training.

It sounded like he may have been upset with the question being asked in such an assuming manner as well, so maybe he was being literal to make a point. Like his tone sounds a little annoyed. My read on it is “I am still working to return but haven’t announced it officially, so who are you to tell me that I am playing Monte Carlo when things could go wrong between now and then?”
