To me, it's more of a different style of game that is benefited from these courts than to a different level of tennis being played. Right now, this is the highest level one can achieve for these modern times. While years ago, the style that benefited the most with courts and conditions from those times, are completely different. Whether it's "better" or "higher" is very opinionated.
